Please add these into the release notes for cluster lifecycle. Michael Filanov was kind enough to provide this information:

• Feature to wipe disks during ZTP cluster provisioning was merged into 2.9 and will work with all the OCP supported versions (based on support matrix) that use the converged flow. In OCP 4.12 it may require some override to the ironic image (and they are checking with Chad Crum in QE for followup.)

• Ability to delete worker nodes using GitOps workflow was merged into 2.8 is strongly depend on the OCP version so it will require OCP 4.13+. (A backport request is in progress but not yet finalized)
