Specifically we are introducing this during a 1.0.1 z-stream because:

• we need to enable managed hubs of different arch types to be able to run the GH agent addon
• we are not currently intending to offer the global hub itself for multi-arch scenarios until more testing can be done there.
• GH support matrix updates to reflect support statement for managed hubs x/arm/power/z
