Since the review of the Thanos version is performed from a pod that is deployed with the observability resource, it is not possible to do so until the CR has been created. 

They should be swapped so that "Creating the MultiClusterObservability custom resource" should be 1.2.2.1 and "Verifying the Thanos version" should be 1.2.2.2.2.
