Value Statement

The Gatekeeper operator is updated to 3.11.1. Due to productization delays, this is now a relatively old version. This epic is to upgrade the Gatekeeper operator to v3.14.0.

Customers expect newer Gatekeeper versions with their ACM/OPP subscription.

Definition of Done for Engineering Story Owner (Checklist)

• The operator is versioned to v3.14.0.
• The operator replaces the gatekeeper-operator.v3.11.1 CSV.
• The operator is in the "stable" and "3.14" channels.

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated

• [ ] Unit/function tests have been automated and incorporated into the
  build.
• [ ] 100% automated unit/function test coverage for new or changed APIs.
