[Doc] Known Issue: Submariner addon resources not cleaned up properly when managedclusters are imported

      Provide info for the following steps:

             - [x] Add steps and/or other important conceptual information here:

      • Deploy ACM 2.9 onto a hub cluster. Attach a managed cluster to the hub cluster and set the SubmarinerAddon component within the MCH CR instance spec.overrides.components.enabled field to false.
                    
               - [x] Add Required access level for the user to complete the task here:
        • The user will need access to the MultiClusterHub CR instance and will need the required permission to edit and modify the CR object.

             - [x] Add verification at the end of the task, how does the user verify success (a command to run or a result to see?)     

      • When setting the component override to false, the SubmarinerAddon resources should be cleaned up and removed from the hub and managed cluster by the submariner-addon controller and multiclusterhub-operator.

      • SubmarinerAddon finalizers aren't being cleaned up properly for managed cluster resources. This is preventing the submariner-addon component from being disabled within the hub cluster.
