Openstack default networking IP should use API instead of LB IP

      Description of problem:

      In older versions of OCP, the lbFloatingIP is expected in the openstack networking, but since ACM 2.9 supports 4.12+, which uses API Floating IP, we should change the default.

      Note: changing the release image does update the field as expected.

      1. go to create cluster, select openstack, go to networking
      2. observe floating ip fields
