This update upstream: https://github.com/kubernetes-sigs/controller-runtime/issues/2073

Should remove the need for us to use the kube-rbac-proxy sidecar and instead leverage controller-runtime for protecting the endpoint.

Acceptance Criteria:

• Replace kube-rbac-proxy in the governance-policy-propagator, config-policy-controller, governance-policy-framework-addon repo
• Remove the kube-rbac-proxy YAML configuration in the stolostron/multiclusterhub-operator and governance-policy-addon-controller repos
