Description of problem: If the user-workload-monitoring is enabled, the uwl-metrics-collector is running. There's one Prometheusrule thanos-ruler is created in openshift-user-workload-monitoring, other than open-cluster-management-observability. Should this Prometheusrule be created in the Observability namespace as well?

3. Prometheusrule acm-observability-alert-rules is created in open-cluster-management-observability
4. but there's one Prometheusrule  thanos-ruler is created in openshift-user-workload-monitoring
