As per this reported bug and this slack thread, MCE was not picking up changes the assisted service CRD. This was due to a mismatch between the community operator channel set by assisted service (`ocm-2.10`) and the one used by installer automation configuration (`ocm-2.9`). This has been rectified by adjusting the installer selected channel. However, installer believes that `ocm-2.9` is correct channel and would like to coordinate with assisted service to make sure we are on the same page.
