Infrastructure and credential card height is too long

      Description of problem:

      Due to the addition of the RHV deprecation warning, the card height is now much taller on every infra type, if RHV is on the same section. This is visually distracting and causes unnecessary scrolling to get to the provider we want.

      1. from acm, go to clusters page > create cluster
      2. observe spacing
