Description of problem: Deploy multiple subscription and appset based DR protected workloads before hub recovery with rbd and cephfs SC. Post hub recovery, go to Applications page on the RHACM console on the passive hub and check topology view for all subscription and appset based workloads.

Version-Release number of selected component (if applicable):

      OCP 4.14.0-0.nightly-2023-09-24-044110
      ACM 2.9.0-DOWNSTREAM-2023-09-27-04-43-48
      advanced-cluster-management.v2.9.0-163
      ODF 4.14.0-137.stable
      Submariner image: brew.registry.redhat.io/rh-osbs/iib:580786
ceph version 17.2.6-138.el9cp (b488c8dad42b2ecffcd96f3d76eeeecce48b8590) quincy (stable)

      How reproducible:

      Steps to Reproduce:

      1. On a Regional DR setup, perform hub recovery and restore backup on passive hub after active hub goes down.
      2. Ensure that the backup is properly restored and managed clusters are successfully imported on the passive hub.
      3. Go to Applications page on the RHACM console on the passive hub and check topology view for all subscription and appset based workloads.

Actual results: Topology view is lost for DR workloads post hub recovery

Expected results: Topology view shouldn't be lost for DR workloads post hub recovery
