Submariner connectivity is lost post hub recovery on a RDR setup

      How reproducible: Not sure

      Steps to Reproduce:

      1. On a Regional DR setup, perform hub recovery and restore backup on passive hub after active hub goes down.
      2. Ensure that the backup is properly restored and managed clusters are successfully imported on the passive hub.
      3. Check submariner status on ACM UI as well as subctl show connections output on both the managed clusters.

      Actual results: Submariner connectivity is lost post hub recovery on a RDR setup

      Expected results: Submariner connectivity shouldn't be lost post hub recovery on a RDR setup

      Additional info: GW pod on C1 cluster was restarted as a workaround
