This is a request that came to the doc team, but landed with PM for discussion. Should ACM validate this feature is implemented, PM will add it to the release as work for development/qe/doc.

Pulling this off the doc release for now.

        "Creating a cluster on IBM Cloud" should be added to "1.5.4 Creating a Cluster" section, here:
       https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.8/html/clusters/cluster_mce_overview#creating-a-cluster

       The instructions should follow the same basic steps and format as the other sections, e.g., 1.5.4.3 Creating a cluster on Amazon Web Services, etc.
