Description of problem:

ACM ignores the placementrule and placementbinding CRs from the git source.

How reproducible: Not reproducible in our env

Steps to Reproduce:

1. Create a channel and subscription that points to the git path which contains two grc policies
2. The two grc policies are two yaml files that contains policy,placementrule and placementrulebinding CRs each.
3. ...

Actual results:

placementrules and placementbindings CRs are not deployed, hence the GRC policies are never propagated

Expected results:

placementrule and placementbinding CRs should get deployed
