Value Statement
To create a level of sync between MCH and Submariner, the `submariner-addon` ClusterManagementAddOn will be deleted as a prerequisite in order for Submariner to remove their finalizers and cleanup their resources. MCH will await the finalizers deletion and proceed with the `submariner-addon` component cleanup.

- [x] Users can uninstall the ACM operator without the uninstall becoming stuck due to the submariner-addon finalizers.
