Description of problem:
When destroying valid clusters via the bulk actions menu, we see the warning:
"You selected 0 clusters that cannot be destroyed
They will not be destroyed when you perform this action."
If there aren't any clusters that are non-destroyable, this warning should not show as both statements are not relevant and distracting.
Contrast this to existing behaviour, such as trying to hibernate a cluster that does not support it:

Steps to Reproduce:
- in acm cluster list, select a cluster that can be destroyed
- select "actions" menu > destroy clusters
- observe warning appears, although we can destroy the cluster
