After successfully building gatekeeper v3.11.1, we need to update the console policy wizard's Gatekeeper operator policy to use the 3.11 channel.

What to discuss:

1. What is the purpose of this? Why we need this?
2. Should we set emitAdmissionEvents to false(default)
