The uninstall is blocked due to the `submariner-addon` finalizer preventing a ManagedClusterSet from being deleted. Once this issue has been fixed, the uninstall problem should be resolved.

Steps to Reproduce:
- Install acm 2.9
- Attempt to uninstall 2.9
Additional info:
Appears to be stuck at the mce level
few pods appear to be crashing
