*strong text*The policySetMapper function used by the Policy Propagator creates a reconcile request for every single policy in the policy set any time the policy set's `spec.policies` changes. This is very inefficient in a large environment with a policy set with many policies.

A custom event handler will need to be created so that the update event can be passed in to see the old and the new policy set. The diff of the two's `spec.policies` can be used for the reconcile requests.
