As an ACM policy user, I would like to set the rollout strategy when creating a policy in the wizard so that it’s discoverable and I don’t need to know the YAML schema.

Definition of Done for Engineering Story Owner (Checklist)

• The policy wizard supports setting and viewing the rolloutStrategy.

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.
