Create Entitled Dockerfile

      In the migration to RHTAP, all components will need to create a dockerfile that only points to official Red Hat registries,  registry.redhat.io/ brew.registry.redhat.io. An example of this is the conversation of https://github.com/openshift/hypershift/blob/main/Dockerfile#L1 to https://github.com/openshift/hypershift/blob/main/Containerfile.operator#L1.
