Users can import an existing OCP cluster to the infrastructure-operator in order to add nodes to that cluster.

I'd imagine we'd want to add something in https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.8/html/clusters/cluster_mce_overview#importing-a-target-managed-cluster-to-the-hub-cluster about how to also manage an imported cluster using the infrastructure-operator, but I'm not sure what the best way to do that would be since we don't have anything about the infrastructure operator in there today.

https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_management_for_kubernetes/2.8/html/clusters/cluster_mce_overview#scale-hosts-infrastructure-env is also related as that's effectively the procedure once you have a cluster deployment and infraenv for the imported cluster ( the missing bit now)
