Description of problem: This issue continues with https://issues.redhat.com/browse/ACM-7076, when the search postgress scale to 0, the search postgress pod is gone. Should one message like 'Search service is currently unavailable' on the ACM overview page. But now it shows `An expected error occured`

1. adding the annotation search-pause: "true" on the search-v2-operator resource
2. update deployment search postgress replica to 0
3. search postgress is gone
4. Navigator to ACM overview page
