After upgrading from 2.3 to 2.4 standalone, when attempting to turn off the hypershift component to false, the hypershift-addon under managedclusteraddon is stuck deleting with the error message and causing mce to be stuck progressing

Steps to reproduce
1. install mce 2.3
2. upgrade to mce 2.4 without changing the mce spec component yaml
3. attempt to disable hypershift under mce spec component section (not hypershift-local-hosting)
