Description of problem:

AWS hosted cluster create catalog card not disabled. This is suppose to be disabled if the hypershift feature is not enabled.

Steps to Reproduce:

1. In a new ACM cluster leave the hypershift feature disabled
2. Click create cluster in the clusters page
3. Select AWS
4. Note the hosted cluster card is not disabled
