Development Complete

acm-hive-openshift-releases repo contains the cluster image sets that we support for each MCE version. We need to make the following updates to the repo before each release:

• create a backplane-2.4 branch
• review with the product manager on which openshift releases we support, and update the supported-acm-version.json accordingly
• update the cluster image set controller to use the new backplane-2.4 branch in the acm-hive-openshift-releases  repo
