Acceptance Criteria

• Console detects when it's running Global Hub.
• Notify user though the UI that search is Global. (Needs UX)
• Search results display ACM Managed Hub column.
• Filter by Managed Hub.
• Disable actions on resources  and details view. (yaml, delete, pod logs)
• Change the search-api route to use federation.
