In the doc that describes how to enable the hypershift tech-preview feature in MCE https://github.com/stolostron/rhacm-docs/blob/2.9_stage/clusters/hosted_control_planes/configure_hosted_aws.adoc#hosted-enable-feature-aws, we want to add a statement that the feature should not be enabled if the cluster is configured for FIPS mode or the cluster is in disconnected environment.
