Epic Goal
Move ACM backup and restore to use OADP 1.2
OADP plans removing support for OADP 1.1 as soon as 1.3 GA, which is planned for Oct 31, 2023

Why is this important?
ACM backup is using OADP 1.1 which is going to be removed from the list of supported release as soon as OADP 1.3 becomes available
We also need to pick up enhancements available on the OADP 1.2 stream only, such as support for the arm64 architecture
