AppSub create wizard tries to create a placementrule that already exists

      Description of problem:

      This was found by the ODF team see slack https://redhat-internal.slack.com/archives/CUEMQ631C/p1688590839844979

      It seems when create an AppSub app with that existing placementrule the wizard will still try to create that placementrule by inserting it into the YAML editor.

      Steps to Reproduce:

      1. Create a placementrule from the CLI
      2. Create an AppSub app and select the existing placementrule
      3. Notice the placementrule will be inserted into the YAML editor
      4. When you click create, you will get an error
