Description of problem:

The local-cluster namespace is in terminating state after uninstall ACM on ROSA cluster

How reproducible:

Steps to Reproduce:

1. Provisioned a ROSA cluster;
2. Install ACM on the ROSA cluster;
3. Uninstall ACM from the ROSA cluster

Actual results:

The local-cluster namespace keep terminating.

Expected results:

The local-cluster namespace is removed once local-cluster is detached from the hub.
