Add cluster-permission to the ACM install. Image onboarding tracked in https://issues.redhat.com/browse/ACM-5876.

Notes:
The new repo is under "app-lifecycle". It provides a new api cluster-permission, which will be used to enhnace the ArgoCD push model. And it will be installed via the multicluster-operator manifest.
