• enable this flag to allow ACM to deploy OADP operator in the hardcoded `open-cluster-management-backup` NS
• if there is an existing velero or oadp deployed in another namespace, ACM is opinionated, and will still want to deploy and use the odap in its namespace?
• BUG if there is an existing velero or oadp, if we enable cluster-backup, and then disable it, the `backupschedules` will be enabled. Allowing us to use 1 oadp/velero to backup data.
