Hub is not properly syncing changes to managed cluster

Description of problem:

When making manual edits of a policy on the hub, the change is not properly reflecting on the managed cluster.

Steps to Reproduce:

1. Create policy
2. Update policy manually on hub cluster

Actual results:

Changes do not reflect correctly on managed cluster, items are appended and not removed. Workaround is to delete the policy on the managed cluster 

Expected results:

Changes reflect accurately on the managed cluster
