Description of problem:

ACM 2.8 / Submariner 0.15.1

When submariner reinstalled on a clusterset and one of the clusters was removed from the clusterset, submariner still tries to establish connection no a cluster that no more exists within the clusterset.

Steps to reproduce:

• Create clusterset and add three clusters into the clusterset
• Install submariner on all three clusters
• Uninstall submariner from all the clusters
• Remove one of the clusters from the clusterset
• Install submariner on two remain clusters

During submariner install two clusters within the clusterset tries to establish connection to a cluster that was removed from the clusterset.
