Description of problem:

While deploying ~3600 SNO clusters, ~1660ish managedclusters we can see that the clusters begin to become managed at a far slower rate (See attached graph) than clusters completing install.  Previously when clusters completed install, they would quickly become managed all the way until all clusters have succeeded install.

Unclear if this is related however the ocm-proxyserver is OOMing by the end of the test and begins ooming sometime during the test.  I'll check if this correlates with when the slow down of clusters becoming managed.
