Add known issue about duplicate policy-template names in the same policy

      ACM-5724 is being deferred. It is an issue in all ACM versions and so we'd like to add this to the known issues section of all the ACM releases the Documentation squad is is willing to update.

      We can add the following text:
      Creating a policy with duplicate policy template names is not detected and will lead to inconsistent results. One example, is defining a policy with multiple configuration policies named `create-pod`. It is required to not use duplicate names for policy templates.
