Upgrade the version of ManagedServiceAccount API and declare the feature GA for RHACM

Why is this important?

• Several already GA-ed solutions in ACM have dependencies on ManagedServiceAccount which puts into question the supportability of those features, these include:
  • Hub Backup and Restore
  • Regional DR

Scenarios

• Bump API version to v1beta1
• Support ManagedClusterImageRegistry
