Observability - cluster name is not displayed if there's only local-cluster in the `Most Affected Cluster` chart

      Description of problem: If there's only local-cluster in the managed cluster list, the cluster name is not list in the `Most Affected Cluster` chart on the Grafana `Alerts / Alert Analysis` Dashboard.

      Version-Release number of selected component (if applicable): 2.8.0-181

      Steps to Reproduce:

      1. Deploy Observability
      2. Navigate to the Grafana Dashboard `Alerts / Alert Analysis`
      3. In the `Most Affected Cluster` chart, local-cluster name is not list
      4. if there are more than 2 clusters, the cluster name is displayed
