Once the controlplane is deployed in the management cluster, it is very important to import the hosted clusters as managed clusters. so that the hosted cluster can be managed by the controlplane. e.g.: deploy policies into the managed cluster

Definition of Done for Engineering Story Owner (Checklist)

• Import the hosted clusters automatically
• skip import if the hosted cluster has an annotation `cluster.open-cluster-management.io/import-managedcluster: "false"`

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.
