A large number of managed clusters are offline after ca change, how to easily re-import a large amount of managed clusters

      Description of problem:

      A large number of managed clusters have gone offline after what appears to be a certificate change. When checking the registration-agent logs there are x509 errors.

      Version-Release number of selected component (if applicable):

      ACM 2.7.1

      OCP 4.10.52

      How reproducible:

      Appears to occur with a certificate change.

      Steps to Reproduce:

      1. change ca
      2.  
      3. ...

      Actual results:

      managed clusters go offline

      Expected results:

      managed clusters remain connected and update with changing cert

      Additional info:

      Documentation shows how to resolve the issue one cluster at a time. Need an option for bulk import of more than 100 clusters
