Description of problem:

The KlusterletAddonConfig deployed by MCH does not get updated when MCH is upgraded.

Version-Release number of selected component (if applicable): 2.7.1

How reproducible: Always

Steps to Reproduce:

1. Install ACM 2.7.1
2. Upgrade to ACM 2.7.3
3. Check klusterletaddonconfig version:

   oc get klusterletaddonconfig local-cluster -n local-cluster -o jsonpath='{.spec.version}'
   

    

   Actual results: version is 2.7.1

   Expected results: version is 2.7.3

   Additional info: Nothing else is updated either, but version is the only thing to change on upgrade.
