Undefined Description of problem:
When deploying a Gatekeeper constraint, it is marked as compliant as there are no violations in the constraint status, but the audit hasn't run yet. The Gatekeeper status relay controller shouldn't mark it as compliant until the audit has run. There are audit timestamps in the constraint's status. The policy status before the audit is run should match what a ConfigurationPolicy looks like before it is evaluated for the first time.
