There is a request coming from the IBM team to support Submariner on IBM Cloud, in particular on Red Hat OpenShift on IBM Cloud (ROKS) and IBM Cloud Satellite. Ultimately, their ask is to be able to offer the full OpenShift Data Foundation Regional Disaster Recovery (RDR) feature set on IBM Cloud, which require proper Submariner and ACM support.

Let's focus on ROKS only to start with and expand further as needed (to things like OCP IPI on IBM Cloud, IBM Cloud Satellite, etc).

Things to consider here:

• Make sure the IBM team can access the stolostron GitHub org as well as Quay for dev/test work.
• IBM Cloud uses Calico CNI. We need to include it in our test matrix and clarify the support statement around it, including an escalation path if we suspect anything is wrong with Calico itself. It looks like IBM uses Calico out of the box and this is the only supported CNI. Also, they are using the open source Calico bits, i.e not the commercial offering from Tigera.
• Add IBM ROKS support and automation in Submariner, submariner-addon and the console. cloud-prepare changes are TBD; we may not need any special changes there assuming we go with the LoadBalancer approach.
• Add dowsntream automated QE coverage for ROKS.
• Understand the CI/CD and update/upgrade strategy on IBM Cloud.
• Make sure ACM itself is ready for ROKS support (I don't know if there are any known limitations today and what QE coverage we have, if any).
• Make sure the ODF team is on-board (and ideally contribute to the QE effort).
• Clarify the support and SLA policy (e.g can we get access to customer's clusters, etc).
• Provide user documentation and also update the ACM test matrix.
