The managed cluster side components have been blocked from upgrading controller-runtime and related packages because on OCP 3.11, we need the "configmaps" leader election style, which was removed in newer versions of client-go.

It was decided that on Kubernetes versions that don't support the lease API (i.e OCP 3.11), we will force the replicas to 1 and thus ensure leader election is disabled. This will involve changes in the addon controller. As part of this, please remove the --legacy-leader-election flags from the controllers.
