Description of problem:

Remove all worker nodes on 4.13RC4. When adding the work nodes back the work-agent, Application and one of the policy addons do show state unknown and now node data is provided

Steps to Reproduce:

1. Deploy an HCP
2. Reduce the NodePool replicas to 0
3. resize the replicas back to 1
4. You will see work-agent unknow

Actual results:

• work-agent doesn't come back online. work-mgr...
• This works fine in OCP 4.12.12 HCP's

Expected results:

• All addons return to Ready
