Description of problem:

There is no deprecation banner currently displayed when existing PlacementRule is selected, in create policy wizard.

Steps to Reproduce:

1. Go to the create policy page and fill in the details.
2. Go to placement selection wizard and choose existing PlacementRule.
3. Check for deprecation banner message.

Actual results:

PlacementRule deprecation banner has to be displayed.

Expected results:

No deprecation banner message is being displayed.
