Description of problem:
OpenShift 4.12 on Redhat Openstack platform, cloud prepare does not create gateway node
Version-Release number of selected component (if applicable): Openshift 4.12 with OVN Kubernetes CNI
How reproducible:
Run cloud prepare in a Openshift cluster with OVNKubernetes CNI
Actual results: Gateway node is not created
Expected results: Gateway node should be created
Additional info:
The below error is seen in MachneSet controller logs
