There will be a new to prevent OLM from upgrading MCE when the MCE is in the middle of an upgrade. This is done using the operatorcondition resource. The user can check whether MCE is able to be upgraded by looking at the status of the operatorcondition (which shares a name with the MCE CSV) in determining whether it's field of "upgradable" is true or false

All we really need is a sentence that says that the operator will not be upgradable when it is the middle of install or upgrade or upgrade
