[QE Automation] - Automation update needed to cope with the cluster switcher changes in OCP 4.13

      There is a change in the OCP 4.13 UI and specifically the position of the “All Clusters” and “local-cluster” that has been moved from the left menu under the "Openshift logo", and it is now showing on the right of the “Openshift logo" instead.

      This is causing our test cases to fail, so it requires investigation from all QE squads and automation fixes if need be.
